The daughter of scientist parents Dr. & Dr. Jack and Judith Frost, Noelle's earliest playground was the Arctic tundra where she was conceived, born, and raised. Prolonged exposure to the midnight sun and aurora borealis combined with some other unknown factor enabled Noelle to master the ice -- a fact first realized when young Sergei Vladistock, the only other child in the lab compound near the North Pole, made unwelcome advances, and Noelle froze him in a particularly embarrassing position. Leaving the ice and snow for Paragon City, Noelle struggles to maintain control of her growing powers, and searches for the one special hero she won't give the cold shoulder.
